Usually the one your team already knows, unless a specific service or a commercial agreement points elsewhere. The differences between the major providers matter far less than how well you operate the one you pick.

Often not. It is excellent when you are running many services with real scaling needs and have the operational capacity for it. For a handful of services, managed containers or serverless deliver the same outcome with a fraction of the operational load.

Attribution before optimisation. Until tagging maps spend to teams and services, cost-cutting is guesswork. After that, the usual order is right-sizing, removing idle resources, then commitment cover — and commitments last, because they lock in whatever you have not yet fixed.
